Is it possible to use/set compiler switches?   Although that is never normally done (or possible in arduino environment) I have a very special case where I need all CPP files to receive a specific -D switch.

Yes, you can use the "Defines - Project" property

I've added an example of compiler defines to the wiki

Not sure, though, I can locate the "Defines - Project" property you mention.   I must be looking in all the wrong places, but I can't find this in the project properties or the configuration properties. 

I apologize for the thick-headedness.

Where, precisely, is this property located in the VS IDE?
