I use VM version 1904.24.0 on Visual Studio 2019 version 16.0.2.
On the bottom side of the window, the settings bar for serial connection is not visible in any window size.

I don't see the issue on the various machines we test with. The window is a standard windows form so there isn't that much to get wrong.

Maybe relates to display settings. Please confirm your res and dpi etc.

Also confirm this still happens after restart of vs? and if the issue happens when the window is docked and undocked?

It was the dpi setting, had it set for 300%, because I have a 4K screen.
Setting the dpi to 250% worked, but the font size of all the VM windows is smaller than the font size settings of the Visual Studio environment.
In VM explorer The bottom section is not even readable, I have to use ctrl + shift to see the text.

Thanks, all of the tool windows are in the process of being rewritten as wpf instead of windows forms. The wpf handles the scaling correctly.

In the meantime we will try to add an overriding font size option that you can set and apply to all tool windows.
