Compiler cache fails when switch between 8mhz and 16mhz

The compiler cache is not detecting the need for an entire re-build when the cpu speed is changed within the current project. This only applies to advanced users. The current fix is to click "Build>Clean Solution" or delete the temp build folder after changing cpu speed.

This has been a problem for a long time and will affect a couple of users.
