When I attempt to install support for the AVR boards I get an error, "Downloader failed to download tool avr-gcc … An expecption occurred during a WebClient request."  I already have the SAM board package installed.

1)
Please say which arduino ide version you have installed?

2)
The avr is included with the arduino ide. So you don't need to install it just grab the ardino ide zip that is the version you want to work with.

You can use the arduino ide board manager to install hardware. Then click Rescan on the vMicro menu/explorer or restart the ide.

tip: For visual micro don't install an avr older than the one supplied with the ide it can be an issue. Same or newer is OK
