Setting Atmega fuses

I am using VM in Visual Studio and programming through a Poloulu ISP not a boot loader.
Is it possible to set the Atmega fuses (specifically to turn brownout off) from within Visual Studio rather than modifying the boards.txt file ?

You can override any boards.txt setting with a local board.txt
